The 51% user board requirement is a cornerstone of
the community health center program. Judy Grant,

new boards and strengthen existing ones by offering
on-site board development, grassroots advocacy
alerts, and board protocol technical assistance.

Grassroots Advocacy Alerts
OPCA depends on grassroots advocates, especially CHC
board members, to assist with legislative items
